I'd be happy with that as a middle ground for devs that don't want to figure out supporting multiple input types. Back then you couldn't simply hook up your PC to TV via HDMI and plug some controllers from any consoles on market plug-n-play. Original games had it when monitors were bulky, 17 inches and 1024x768 resolutions, gamepads on PC were using gameport, mice used ps/2 and USB was barely a thing (most mobos had like 2 of them tops).
